OpenAI just announced it won’t release its cybersecurity-focused AI to everyone. Instead, it’s splitting access into two permissioned tiers: Daybreak Blue for verified defenders and Daybreak Red for vetted researchers. Blue gives security teams unlocked access to the standard GPT-5.6 model, which normally refuses 98 to 98.5% of raw cyber requests. Red gates a purpose-trained GPT-5.6-Cyber variant to researchers who need to validate exploits.

This matters because it’s a template. OpenAI is signaling that dual-use capabilities, things that can defend or attack, won’t be handled with blanket refusals or open releases. Instead, labs will vet who you are and what you’re doing, then decide which tier you belong in. Expect the same approach for biological research, advanced code generation, and other sensitive areas. The original report frames this as closing the “cyber defense window” before attackers catch up.
