IBM is building a dedicated OpenAI consulting practice inside IBM Consulting Advantage, its internal platform for delivering AI work to clients. It will embed GPT-5.6, Codex, and ChatGPT Work, while IBM trains and certifies tens of thousands of its consultants to use them.

The target sectors tell you where IBM sees the immediate demand, financial services, government, telecommunications, and retail. These are organisations with complex operations, sensitive data, and long buying cycles. They don’t just need access to a model. They need people who can connect it to real processes, put controls around it, and get it through security and compliance review.

What’s more interesting is IBM’s position. Less than a year after forming a similar alliance with Anthropic, it is now operating practices around two frontier AI providers. IBM is not betting its whole consulting business on one lab winning. It is positioning itself as the neutral layer that helps large companies choose, deploy, and govern the models that fit each use case.

For business owners, this is a signal that the market is moving beyond simple AI pilots. The big consulting firms are training at scale because clients are asking how AI fits into core operations, not just marketing experiments or internal chatbots. That raises the bar for implementation. A useful AI plan needs clear ownership, a view of which tools are approved for which jobs, and a way to measure whether the work is actually improving speed, quality, or cost.
