California just made it official: AI assistants are now a public utility. Governor Gavin Newsom opened the beta for AskCA on September 9, giving residents a single conversational entry point into the full complexity of state and local government programs. It is the first time a US state has deployed a live, public-facing AI assistant at this scale.

The tool was built by the California Office of Data and Innovation in collaboration with Anthropic, running on the Claude model, with security oversight from the California Department of Technology. It is not a simple chatbot. Rather than returning generic search results, AskCA is designed around life events: finding a job, starting a business, applying for benefits, or recovering from a disaster. How It Works

California Department of Human Resources (CalHR) is the first live deployment of the AskCA prototype. Its job-skills matching feature launches on September 30 at CalCareers.ca.gov, allowing job seekers to describe their experience in plain language and match to open state government positions without needing to know how civil service classifications work.

The beta is open to California residents aged 18 and older who want to help test and refine the tool before broader rollout.

This launch follows Newsom’s partnership announcement with Anthropic in June, which gave all California state agencies, cities, and counties access to Claude at a 50% discount off standard pricing. That deal covered internal workforce productivity. AskCA is the outward-facing companion: AI for citizens, not just government employees.
