Anthropic has published a 154-page report describing how state-sponsored groups have used Claude in surveillance and propaganda operations. The report was picked up by multiple wire outlets on the same day, including this AFP report.

For business owners, the point is not that your team is about to run into state actors. It’s that AI tools are now part of the same risk picture as email, cloud software, customer data, and staff access. The tools can help people research, write, translate, analyse information, and automate work. Those same capabilities can also be misused to produce persuasive content at scale or support harmful monitoring activity.

That means AI governance can’t just be a policy document that sits in a folder. You need to know which tools staff are using, what business information they can access, where outputs go, and who is accountable when something goes wrong. It also means training people to question convincing AI-generated material, especially content that appears to come from a trusted source.
