South Korea is about to become the first G20 nation to give every resident free, unlimited access to a national AI service — and it has set its sights directly on the 23 million South Koreans currently paying for ChatGPT.
The country’s Ministry of Science and ICT opened a competitive tender on July 13 for what it calls “AI for Everyone,” a platform that will put a general-purpose AI chatbot in front of all 51 million residents at no cost. A public beta launches in late September. Full national service goes live before the end of 2026. Funding is locked in through 2028.
How the Program Works
The government will select two or three private operators by August 11. The winning providers must build their services on domestic Korean AI models, which must account for at least 50 percent of the underlying technology.
That requirement reflects South Korea’s broader “AI sovereignty” concern: the government wants to reduce dependence on American AI platforms and develop a domestic AI industry capable of competing on quality, not just price.
The service will not just be a chatbot. A more sophisticated public-service layer is planned for later in 2026 and into 2027. That version will proactively identify government benefits and administrative programs relevant to individual users, notify them in advance, and help them apply directly through the interface. It is an AI agent that watches for things citizens should know about and acts on their behalf before they think to ask.
The Market Signal
Roughly half of South Korea’s population of 51 million uses generative AI. About 23 million of them are currently ChatGPT users.
That is the number Science Minister Bae Kyung-hoon had in mind when he said the government needs to offer something “even better” than what people currently pay for. The program is not just a public access initiative. It is also an effort to pull a significant user base off foreign platforms and onto domestic ones, connecting to a new AI Basic Act amendment that took effect alongside the announcement.
Whether free and domestically built can genuinely compete with the quality of foreign commercial platforms is the question the program will have to answer once it goes live.
What This Means for Business
For business owners and technology leaders outside South Korea, this story looks like domestic AI policy. But it signals something worth watching.
Government AI is becoming a category. National governments deploying AI infrastructure at scale is now a real thing, not a proposal. When a G20 government stakes its credibility on making AI free for every citizen, the expectations of what AI should be capable of — and at what price — shifts for everyone in the ecosystem.
AI price pressure is accelerating. Free is a difficult price to compete against. In South Korea specifically, subscription AI products now have to justify their cost against a government-funded alternative. That pressure will show up in every market as governments and open-source models continue to pull the floor price of AI downward.
Sovereign AI models matter. The requirement that Korean AI models power at least half of the service will accelerate investment in domestic model development. Similar dynamics are playing out in the EU, Japan, India, and the UAE. The global AI landscape is becoming more regional, and businesses operating across borders need to track which markets are developing local requirements.
Data and compliance complexity increases. As more governments mandate domestic AI processing, businesses with international workforces or customers will navigate more fragmented compliance requirements. This makes AI architecture decisions more consequential, not less.
